MSP Effective Utilization: Definition & Formula

Effective utilization is a label used for different productivity measures, so a percentage is not comparable until its calculation is explicit. In a Project Fuel review, inspect it alongside billable utilization to question missing time, nonbillable work and whether recorded delivery translates into revenue. The public BU assessment calculates hours billed divided by dedicated billable inventory; it does not calculate a separate effective-utilization score.

Set the target against your service scope and company plan.

Define the report first: specify credited work in the numerator and role capacity in the denominator

Why it matters

A busy calendar, complete timesheet and profitable project are three different observations.

Reconciliation prevents an attractive percentage from concealing missing hours or revenue leakage.

Common mistakes

Assuming a PSA’s “effective” field means the same thing as another report.

Changing which hours count while comparing performance over time.

Applying the BU 85% standard to a differently defined utilization measure.

What moves the number

Document the exact numerator, denominator and treatment of fixed-fee work in your scorecard.

Reconcile scheduled work, entered time, billable time and project revenue.

Keep incomplete time entry visible before coaching someone from their utilization result.
