MSP Billable Utilization: Formula, 85% Operating Standard, and Backlog Harmony
Billing utilization divides billable hours by the hours dedicated to billing work, not all hours logged. The training example assigns 40 hours a week to a dedicated project engineer and 20 to a project manager whose other 20 hours cover team leadership: 34 ÷ 40 or 17 ÷ 20 both equal 85%. The 85% target already allows for normal PTO, training, internal meetings and idle time; do not deduct them again from this inventory. MSP Fuel manages this as a quarterly average because individual weeks naturally move above and below the target.

Track BU weekly but manage the average across the quarter.
Require accurate real-time time entry and track effective utilization separately.
